Building a Clean Energy Economy That Benefits Everyone

Climate and Sustainability

By Allison Arteaga Soergel

“Floods. Fires. Drought. Extreme heat.” The signs of a planet in distress are everywhere. The impacts of climate change are no longer a distant threat — they’re here, and growing. The time for decisive action is now.

But as UC Santa Cruz Assistant Professor of Environmental Studies J. Mijin Cha emphasizes, this transition cannot simply replace fossil fuels with renewables — it must also transform the social and economic systems that have perpetuated inequality.

In her new book, A Just Transition For All (MIT Press), Cha introduces the Four+ Pillars Framework — a bold roadmap for achieving a clean energy future that centers justice and inclusion.

“Historically, workers and communities have borne the brunt of economic transitions,” Cha explains. “We cannot repeat that pattern with the shift to renewable energy.”

Her model calls for:

  • Strong government support to guide policy and regulation.
  • Dedicated funding streams for workers and regional diversification.
  • Economic diversification that creates new industries and opportunities.
  • Strong, diverse coalitions to build lasting political power.

A “plus pillar” of non-reformist reforms, meaning structural changes that simultaneously dismantle extractive systems while building equitable alternatives.

Cha’s research shows that achieving climate goals requires transformative change, not incremental fixes. It’s not “just a transition” — it’s a just transition.

“This is our opportunity to create the future we want — one that is equitable, sustainable, and resilient,” she says.
